Note: if system tools isn't installed then this is the error you get:

ExpatError: no element found: line 1, column 0

That could be made a bit more friendly ;-) Also, the XDG_DATA_DIR rule looks odd - shouldn't it search XDG_DATA_DIRS rather than only ever checking the first path?
